No institutional knowledge or common sense. How much are those tourists already paying while in Hawaii. Can’t believe those liberals. May start to ruin tourism. Then what?

This is a terrible idea. It’s the wealthy tourist that don’t give a *expletive deleted* about the island and this type of thing would just filter them out better.
I think they should just set a visitation cap on each island and give out passes in a lottery style.
Or America should just *expletive deleted* off and leave Hawaii alone.

There are already tons of tourist fees..check your airline ticket, rental car and hotel bills if you don’t believe me.

I lived in Hawaii for three years. There’s also a huge problem with indigents. At the time I was there, Hawaii’s homeless population was, per capita, the highest in the nation. It may still be! One thing that might also be useful is to follow the same practice several foreign countries do. Deny entrance to those who don’t have a round-trip ticket or a ticket to another destination outside Hawaii if they claim to be tourists. Too many “one-way-ers” seem to believe it’s still possible to simply live on the beach once they arrive in the State.

In reply to P. @P, You're right that it shouldn't have become a state, but wrong in your reasoning. It shouldn't have become a state because it, like this while country, was stolen by colonizers.
